Is there a parallel in Torah or the Gospels of this Quranic verse?

Salam Brother. The 5th chapter of Matthew explains why it appears evil is rewarded as well as good. But if I may I would like to disagree with the assumption that God gives anyone a chance to attack anyone else. God does not give opportunities for others to harm others. Instead God Has blessed every single human being with the power of choice. And because we humans have the power to choose God has sent messages describing what is good behavior and to CHOOSE that path. It would not make any sense for God to provide opportunities to harm others while asking humans to be kind to each other. I wish you peace.
