Proper set-up of a diaper changing table in child care for one and two year old children.?

There is a diaper changing table in my center that seems so gross and unsanitary. The cushion mat is only sprayed with bleach water once or twice a day. The latex gloves are in an open plastic bin where the kids can play with them when they are reclining on the table. The diaper wipes are also in an open bin where the kids can easily dip into them. The children who walk up to the side of the changing table can reach over and touch all the supplies and they run off with a handful of latex gloves. The day care teachers usually change gloves in between diaper changes, but not consisently. These same day care teachers never seem to wash their hands between diaper changes, they just put on a new pair of gloves that may have already been contaminated by the kids playing with them! Rotovirus sweeps through the one and two year old nurseries on a regular basis and I'm certain that the lack of sanitation at the diaper stations has something to do with this. I'm grossed out. Can anyone tell me where there is a pamphlet, poster, or document that I print out and leave with these staffers? I'll probably mail it anonymously since I don't want to be accused of being a tattle-tale or of being the Daycare Police. I thinking abougt anonomously mailing a poster to this school that explains proper hand washing techniques for staffers! They are either clueless, ignorant, or they're just plain lazy, they don't care, and/or they're completely apathetic and burned out.
